What's the process of selecting a certain ethnicity for hiring? I see a lot of privately owned companies coincidentally staffed by the same people who share the ethnicity of the boss/president.
How are they doing this without breaking rules?
For example, if you wished to stick to a certain ethnicity due to them having certain traits that will allow them to 'fit-in' to a company culture the best, how would it be done?
Contacting a university and asking if they have any student-ran clubs for the advancemen of a certain ethnicity, then contacting the club president for a list of attendees and resumes?
Just wondering.

It's called "diversity recruiting." You can place an ad with a job description. But part of the requirements would state "Must be fluent in Mandarin/Hindu/Hebrew etc." You can also go through resumes looking for certain names that would most likely pertain to a certain ethnicity. Or join a social network group where you can target candidates of a certain ethnicity. This would include checking out pictures, profiles, etc. There are also certain job boards that specifically target certain ethnic groups.

That's how it's done around here. You will see businesses with 100% of one ethnicity -- and they definitely do discriminate. Another line is "must be bilingual" but here that doesn't mean two languages, but one specific language.
It's not illegal to discriminate based on rate if the employer has less than 15 employees. There are simple ways yp get around that limit.
