oh, so pa is the one state in the union that has a governor who unilaterally sets the budget? There's no voting contingent that examines programs set to be cut and determines whether they're valuable or not?
I would guess for the same reason that contributors respond to yours.

Interesting that all of a sudden your knowledge of local politics has blossomed - in your own mind. Just over a year ago when local governments were continuing to severely cut back funding to non profit organizations (such as the one for whom you worked at the time and which shortly thereafter laid you off) you not only categorically denied that this was happening but didn't even know the name of your state governor and cited the name of his predecessor.

In a press release just a few months ago, PA Governor Corbett noted that, " ... Washington is cutting federal resources to our human services programs ..."
Wouldn't make me feel particularly safe, particularly since I doubt that researching jobs for those over 50 years of age is high on any state's funding priority list.

That has nothing to do with me since I don't work in human services.

A city government agency which helps older people find employment always, to my knowledge, falls under the Department of Human Services umbrella.
