I got an interview with this company on (Thursday Sep 26) (thank you email send in the same day) and was told to follow up with them within a week. A week later(Thursday Oct 3), i send an follow up letter, the hiring manager reply ( XXX will be making an offer for the position to you shortly, and I hope to have something to you by tomorrow.) so the hiring manager said will have something to me by (Friday Oct 4) but i haven't heard anything as of today (Tuesday Oct 8). What should i do? should i wait for another week to give them more time? or should i email them again? and what should i say?

If you have a phone number, I'd call the Hiring Manager and say:

"Good afternoon Mr. Taskmaster - I was just following up as I haven't heard from Mr. Lagmaster over there in HR yet. Do you need me to reach out to them directly?"

I think you should email the HM and tell him that you are following up on his email stating that you would be receiving an offer the next day as you still have not received it and are wondering if there is an oversight or if it was sent to the wrong address ect.

Definitely follow up. If you don't have it in writing, then you don't have a real offer.
