This is only legit if the test will be administered by a Nigerian prince who also left you a few million dollars.

OK, loan the the guy 18.50 for the e-book.
If it's legit, he can repay you when he gets the job.
If not he can send you the receipt.

Scam. Besides what would be the point of testing for something that isn't open anyway? What would they gain by doing this other than $? An ebook costs nothing to reproduce as it is just a computer file (azw, epub, mobi etc).
