Civil Service - Interview (letters, job, hiring, office)

I posted this on a different thread, but I think I put it on the wrong board.

I had an interview for a civil service job in Pennsylvania in December. I was told they were hiring in the middle of January and I would hear something in about 3 weeks. It's been exactly 3 weeks (well, 3 weeks and 2 days) and I've heard nothing.

My questions to anyone that has any experience in this (civil service) area:

1. Do they notify you if you do not get the job?
2. If you did/did not get the job - how were you notified? Phone, mail, email?

You should be notified by mail but the "in about 3 weeks" can turn into several months, easily. Our office conducted interviews around July and the person wasn't offered the position until December(he was told a few weeks too).
Reasons - HR just dragged out the process and ran into numerous funding issues. Right now, PA is having lots of funding issues for positions and are interviewing for positions when funding is not yet approved. They won't offer position to you if funding isn't approved. They also won't send out rejection letters until the person selected accepts the position.

This is also my experience as a hiring manager at two civil service organizations. If the decision is made in 3 weeks it may be 4 before the letters are sent out.
