Hey guys, this is bothering me a bit.

--Skype interview with recruiter Brandon Reichard
--If we move forward, we will schedule you in for a 30-40 minute phone interview with a manager
--2nd interview typically happens within a week after your 1st interview with me (based on manager availability)

Would 'moving forward' occur during the skype interview? Would he have told me that we'd be moving forward at the end of the interview and schedule me for a manager interview at THAT spot? He simply told me he would forward my resume to the managers, for them to decide...

Face it.

10 minute interview likely means you weren't what they were looking for and passed. Could be wrong.

If you pass the phone screen, they will hand your resume and others to the hiring manager. The hiring manager will pick a few to interview. If none of the first guys wow them, they will keep going down the list.

Even the HR rep doesn't know which resume will be chosen by the hiring manager. Their purpose is to narrow down the candidate pool to the best people, so that's manageable interview load for the hiring manager.
