I emailed. Worked for me before, and it has worked for me again. Be confident. Say you sent your resume/applied/whatever and would like to set up a time to talk to discuss the role/your fit further. Worst case, you don't get a reply. Just keep trying. I do agree that you have to be aggressive, but don't be abrasive. Put yourself in HR's shoes if you're ever unsure of how something will come across.

Blocking your number - no way, own up to calling them if you do!

Calling one week after sending in a resume - no, too soon. I would not call a place unless I was a spot on match for the job description, I would wait at least 2 weeks and I would also phrase things more like you "wanted to verify they recieved your credentials as you were extremely interested in speaking with them about their needs, the future and joining their team". I would never call them twice, even if you leave a message and they don't return it.

Additionally, don't worry if you run into one of those sanctimonious SOB's who is so rude & uncouth that they would actually treat you as if you were a bother (or not call you back because they have a chip on their shoulder). If they are that way, you can be grateful you won't get the chance to work in their F-'d up environment. Be glad you pissed off that person.
