I don't think there will be any backlash from mentioning what HR said to the hiring manager, but I do wonder if HR is holding up the process. It seems the hiring manager wanted a second interview, the HR person is trying to talk them out of it - why, I don't know - so isn't that delaying things?

Can you expand on what you mean by delaying things? It seems to me like bringing me in before the background check is done is expediting things rather than delaying.
