He said in the initial post that he was applying for jobs jobs "I'm years away from qualifying for." If the announcement says 5 years experience and he has two, he knows he's not qualified.I do find it odd that anyone would interview him, though, we certainly wouldn't. Even if no one meeting it applied we'd keep it open longer and do more advertising, but that never happens.

Sometimes you have to spend the money down or lose it. There are time frames of which to consider. While government tends to spend money down generally companies do not. However, activist shareholders are starting to change that.
