Does any company NOT do reference check these days?

We have always called a few of the references listed by an applicant. If the references they choose to give do not give them a good reference then you sure don't want them. We also check the last couple of employeers, but not current employer.
Our company and most I deal with do all the checks. References, past employers, background and cridit history (not score) depending on how far in the process an applicant progresses. We have some testing up front as well that is supposed to help us evaluate the strengths and weakness of the applicant as well. Not sure how much value those really are though.
Is it just me or does it seem like all companies and all positions require reference checks...
I think most are more concerned about the background check if you have a criminal history they weren't aware of. I know friends who have listed references, were hired and the references said they were never contacted or only one of them were. This might be cause the references is an HR function while the background check is an outside company.
