If you spent time volunteering somewhere but relevant to the jobs you're aiming for, is it okay to list it under "experience" and to cover a resume gap even though I wasn't paid?

I would say yes - it's still experience.

Yes - but I wouldn't try to pass it off as paid employment. I'd include the word volunteer.

Stop getting caught up in gaps, I was unemployed from Dec 2012 to Sept 2013 and was still getting calls for interviews. If you have experience in the job position being advertised then the time you been unemployed won't matter.
