I had a phone interview with the hiring manager and he directly said during our call that I am a solid candidate and that he will recommend me for the final round where I will meet with 3 other managers. He asked who the HR person that I've been working with so I told him. This was about a week ago. I sent him a thank you email the following night reiterating my interest and that I hope to hear back with the next steps. There was no response from him and nothing from the company so far. Will I get invited to the final round?
Your thread title does not match up with your post. Being told you would be recommended for the final round doesn't mean you were "supposed to get invited to final round."
Either they haven't had the final round yet, or you were recommended and then stronger candidates caused you to be eliminated for consideration.
And as Mr_Geek states, there is no way for any of us to know which of this is the case.

Send a email to the hr recruiting asking for the timing for the next round as a follow up. How the respond will tell you if you are a strong candidate or not.
I plan to follow up but I am a bit surprised because I thought the interview went very well. I really felt this would've led to the next round (as the hiring manage mentioned during the call)
My Magic 8 Ball (OK, virtual) said: "Rotsa Ruck, OP!" Ain't going to happen, they winnowed it down to the last couple candidates. I've been in the final round and been winnowed out: sucks.
