I applied for a job on a company website a while ago. I tried to apply to a new posting and it said I couldn't because my resume is on file already and I applied to a similar position. I even deleted my application for the previous application, but it still wouldn't let me apply or reactivate my previous application. I was wondering if when a company every actually searches on file resumes and calls candidates, because I have new resume information and I'm afraid HR will ONLY look at resumes that directly applied to the recent posted position. I"m afraid I will have to recreate an account. These positions also seem to be almost continuously posted.

Sounds like they have a faulty or poor system. Here you can only apply for an announced opening, but if you have a resume already on file from a previous application, you can choose to attach it to the new opening, or upload a new one. We do not search old resumes "on file" to look for people to fill different positions, you would have to apply again for each position, even if it's the same title.
Some target companies I applied to would indicate they keep your resume on file for up to a year. I would reapply to the same company just a few months later and find sometimes my resume or my profile were no longer there or I was unable to log back into the old one. To get around that, I would go about just creating a new account. I think you should just start with a new profile, their system may be glitchy. My guess is HR in most cases looks for online applications where people have submitted directly for the position.

This is called the circular file. If you see a job appropriate to you, apply for it directly. Don't count on the company doing the legwork and pulling your resume from the circular file.
