Hmm. Doesn't sound like an outright rejection, although it's possible it was a very close call and they want to explain their decision to go with the other person. Maybe they want to talk about a different position that might be opening up that they would like to consider you for instead. It doesn't completely sound like a hiring - why not say "we'd like to hire you- can you come in on X day to talk about terms? Maybe it's a potential hire, but there's a glitch in the system or something they want to clarify, or maybe they want more information. I'd be optimistic (because why be pessimistic), and go prepared to talk about anything. It doesn't sound clear to me either way.

It's really hard to tell, but I wish you GOOD LUCK tomorrow!

I think it's an offer. Why else waste your time? It might be contingent on something though? Have you gone through a background check?
