I have been unemployed since July 2015. I have redid my resume and cv several times, but nothing has happened. At first I was searching for nonprofessional jobs- hostessing, serving (I got hired for one, but turn it down for a job that didn't come through - very long story). In late November, I started looking for professional administrative, secretarial work, bust still nothing. I don't know what to do!! Any suggestions? Should I start calling employers, begging for them to give me a chance
Don't ever call and beg. It will backfire and it's not professional.
It's either a lot of competition for these jobs or your resume. I'm leaning towards competition. I would have someone take a look at the resume first and see if there's something you need to fix, etc.

I hate giving employers a call back because I usually get a vague answer only the likes of if @your experience and qualifications fit, we will call you in for an interview".
I had my business professor take a look at it, she graded me in it and gave me feedback plus I have researched and still researching on ways to improve both my resume and cover letter.
I'm convinced its competition at this time I live in coastal Ga- Savannah
What is your experience? how old are you? What was your previous job before that?
I'm in my early 20's, just graduated from college with a "bs" degree. I told the truth on my resume and didn't really get anything and now, I'm lying and have been doing so since November, and still nothing.

If I were you, I would be thinking about applying for jobs in other states. You are still young, do not make the same mistakes I made in the past, don´t wait.
