No. They just don't want to deal with replying to people because doing so takes effort on their part. How could contacting an applicant after deciding not to hire them make the process less objective?
So I just sent in my resume, cover letter, etc. to an employer..I just received an email from them saying this..
"Hello,
Thank you for your resume for the position of _. We sincerely appreciate your interest in employment opportunities with _. This response is an acknowledgement of the receipt of your resume. If you are not contacted for additional information or asked to come in for a personal interview, this will be the only correspondence that you receive.
Again, thank you for considering _ as an employer. We wish you the best in all of your future endeavors.

Back in the day this would have said "Don't call us . . . we will call you."
That was pretty standard procedure for our company. We would receive hundreds of applications for each job we announced. After a few days, applicants would start calling wanting to know if we received their application, then a few days after that they wanting to know when we would be holding interviews. So, we would send a notice to all that applied that we received their application and this would be the only form of communication they would receive unless they were selected to be interviewed. Honestly, it still didn’t stop applicants from calling, asking when we were interviewing or if we filled the position.
All applicants, including those we did interview and eventually hire, received that form letter.

There isn't one. They've just said they won't bother sending a rejection letter even if they reject you. My point is that they could, if they reject you, send a message saying so without making anything unblind or biased or whatever you are saying. Especially since they explicitly mention they might contact you for more information if they are interested.
They just don't want to bother with even bare minimum decency if they don't hire you.
"Hi, we are letting you know that we have received your resume. If we can use what's on the resume, we'll contact you. If not, we won't. Either way, keep lookin'."
It means keep looking.
I'm amazed you got a response at all!
Most companies these days don't seem to bother.
