Hello. I have a very basic question that I cannot seem to find an answer for anywhere. Do staffing & temp agencies tend to recruit out-of-state applicants? I presently live in Minneapolis, but am wanting to relocate to Tucson. Thank you for any input.

They mainly prefer local applicants so that the person can go and easily interview in person, but a few do seek out out of state applicants.

Not really but they will happily take your manager references and other information and never get back to you other than send the references to sales. In general, they can be bad to deal with and you will most likely have more success and get better jobs on your own.

For non-executive positions, staffing and certainly temp agencies are usually only interested in local candidates since it is more of a sure thing the person hired will stay with the job versus someone who moved to a new state and may not like living there, after all, and will resign.
