In the past, I was not given the salary until I was offered the job. This time around, every recruiter told me the salary before I advanced to the next stage.

I'm not sure how other industries work, only IT. There are several mega-aggregation sites that list salary averages for role titles, by metro area, and if the company is big enough even ranges within. For example, everyone knows what a Senior Program Manager makes at Microsoft or Senior Product Manager at Amazon, both being companies w/massive Seattle presence and plenty of respondents to questions of salary, bonus, options, and other comp.

Too, smart companies subscribe to national salary survey services (SSSSSSS? ) . Seriously, though, they do which also provide ranges for roles. Hi, low, median, average, probably standard deviations (and other if I were running it).

So, no conversation I've had with exec / retained recruiters has had salary surprises. None. Money range is usually discussed during first in-detail screen. No one is BS'ing the other, due to the aggregation sites I mentioned above.

I'd guess any "low ball" salary is trolling for foreigners, illegal aliens, dullards, the desperate, others who are preyed upon by scumbags. I'd start laughing if they pulled that on me, as would anyone else with data at their fingertips.

Move on. One key to negotiation is what is "objectively fair," and once that has been decided (usually with threat of some kind as backup: I'll walk away, they'll walk away, etc.) we can reach that objectively fair number. That's how I've bought lots of cars, negotiated salaries, etc. plenty past twenty years.
