We are finding it harder to find people meeting all of our requirements, so I would suggest that you apply for any jobs that you would like doing for which you meet the requirements. If they require 10 years experience and you have 8, you might be the closest that they find. If it's a specific skill or license that you don't have, then I agree, you are not likely to get an interview. It's just not that difficult or time-consuming to do an application or send a resume, and even if not selected each interview helps you improve your interviewing skills.
