They certainly should go for the interview/call.

99% of the time, they never go back to their files. They usually repost the job ad and get another 100-200 applications.

That may well be the case most of the time, so why would a candidate/applicant whine and cry like a spanked child when the company actually does what they say they will?

They do that for a couple of reasons. One is hopefully to soften the disappointment for not being selected for the job by giving a glimmer of hope, even though it is false hope in the vast majority of the time. HR needs to justify their existence to sustain their size and continue to grow by needing more resources and a higher budget. So they can claim to upper management they are maintaining all these records to make it look like they can reach out to any skill and find it, even though they rarely use it for that.
