It is not a term used in judgement of another Jew nor is it critical. If anything a Jew might ask out of respect, for instance someone is planning an event and she might ask "are you frum" to see if I'll be able to attend since a frum Jew doesn't drive on the Shabbat, or wouldn't eat at a non-kosher restaurant.

So I have found it more to be informational, rather than critical. And for a frum Jew humbleness is a big mitzvah, so certainly it is not something someone boasts about. And since avoiding lashon hara is also a big mitzvah, it is also something a frum Jew would not criticize another about.

"Frum" simply means G-d fearing. I will not eat at the house of a non G-d fearing Jew, even if they have high standards of kashrus. A pious Jew who does not observe all the mitzvos can be a fine individual, but there is a level of suspicion in anything they do until they recognize Hashem as the ultimate power.
