I was looking at this chart:
Religion and Sexual Ethics

In it it states that in most cases, premarital sex is seen as acceptable.

Is this true?

I've never heard of any religion that condemns teenage sex. That is a cultural norm that has nothing to do with morality. It has become the norm in western societies because our system makes it nearly impossible to support a family financially as a teenager. In a hunter-gatherer society, this is not the case.

This is just a guess, but it wouldn't surprise me if many Ethiopian Jews were married and consequently sexually active in their teens. Not that it's much easier to support a family there, but culturally speaking, it's more accepted.

What about the section in the chart that says premarital sex is, at times, accepted in the Judaism?

The chart on the Jewish column looks more influenced by general secular norms than Jewish norms. If you want to know the Jewish view on any of those items, that chart is a wholly unreliable source.

With regards to pre-marital sex, it's strictly forbidden by Jewish culture and Jewish law. Jews should reach the first day of marriage being something called "shomer negiah," which means not only have they never had pre-marital sex, they never have so much as touched a member of the opposite sex until their wedding day (other than their mother and perhaps a sister). Any Jew who tells you pre-marital sex is OK is not telling you that from a Jewish POV.

I'd say your chart is wrong.

While premarital sex isn't outright banned in the Torah, and the children of such of union are not ostracized, waiting for marriage to engage in sexual relations is the ideal. It is often viewed as immoral, and there are many laws and customs that prohibit unmarried and unrelated men and woman from contact that could lead to promiscuity. Sex within a marriage is a wonderful and even spiritual act that can bring the couple into a oneness that cannot be matched.

Religious Jews marry at young ages normally because of this.

For sure that's a factor. But religious Jews also typically want large families, and the sooner you start the better.

So why not start even younger?

Wanting large families has nothing to do with marriageable age. The mishna says, "Ben Shmonei Esrai Lechupah," 18 is the ideal time to get married.Single living is not conducive to a spiritual lifestyle.
