You can't have a Temple without an alter, and they have no alter and no means of even getting one in my opinion, but I suppose that my opinion could change. Even if one had an alter, there certainly is NO WAY POSSIBLE to build a temple because of the fact that you can't build a Temple if you don't have THE EXACT measurements to build, and NOBODY has those measurements. I suppose one could build after the design of Solomon, but it is the Temple of Ezekiel one should look to, and the temple of Ezekiel cannot be built.

Building a third Temple requires moschiach. And a sanhedrin. And proper smicha. Those three could all happen overnight. But none exist at this moment.

Only direct blood line of Kohens can light the candle in The Temple when Moschiach appears. So far, none such line can be tracked back for more than 400 years.

Flip Flop is right, there are just too many things that have to be correct before Israel could even get an alter to sacrifice, and only Messiah can fulfill the needs necessary to begin sacrificing. You can't just do things as you want, things have to be exact in the temple and it's comings and goings because the Temple shows the kingdom of heaven and you can't get anything wrong, everything must be precise, and without Messiah coming to lead the way, this can't get done in my opinion.
