Lees Summit is the fastest growing city in the state, it might be more expensive than Blue Springs, they both have different and unique locations in the KC metro area. If you want the access of I 70 then I would go with Blue Springs. If I 70 is not important than I would look at Lee's Summit.

While they're similar, I tend to think Lee's Summit edges out Blue Springs for somebody relocating from NYC. I don't have statistics, but I'm certain Lee's Summit has more transplants and thus is more friendly to outsiders. Lee's Summit is more middle- to upper-middle class and college educated, which I think helps in that regard. Blue Springs is more working-to-middle class and blue collar and has far less transplants from outside the region.

You probably need to know which school district has better special education, which I can't answer.
