Right political formula is a good way of putting it.
There doesn't seem to be an across-the-board, sure-fire, left or right formula that works the same everywhere.
Culture, involvement of general citizens, enthusiasm... those are things that successful places have whether they're liberal or conservative politically. Of course, there are places that luck out with a location a lot of people want to be in.
