KC was worried with how St Louis was "boxed in" and thought by doing a land grab up North, it would ensure KC had the room to accommodate millions of more people that never happened.

The reason it never happened is the city didn't build any infrastructure up there till relatively recently. It's growing very fast up there now. The city though that by annexing all that land, it would keep KCMO in Jackson County more populated. Well, all that land without infrastructure was one of the things that actually pushed growth to Johnson County where there were installing infrastructure many years before development.

Lesson learned is suburban growth is going to happen. You can't stop it. So may as well join in and build up your own suburban area for people to live and that's what is happening now.
