Relocating to KC, need to live downtown or on bus line (Columbia: apartments, city hall)

Hello, I will be relocating to KC at the end of May and will be working downtown. I'm looking for an apartment in a nice area that is either within walking distance to City Hall or along a bus line.

I have identified Quality Hill and the Library Lofts as two potential location that I'd like to live, but have read some less than flatering comments about both places via the web. I would appreciate any help that can be provided. Thanks!
