You can easily.. though I'd wait until the fall if you could for the KC dream program to come back up. If you qualify (based on income and price of the house you are buying) they put 20% down payment for you and then every year you are there they drop off 10% of the down payment so after 10 years you don't have to pay anything back, if you stay 5 years and have a down payment of 20k then you would owe 10k after 5 years... just an example.

So yes, and you can find some very nice places, I would look north. Gladstone, Liberty, KCMO north... if you aren't super concerned with size you could probably find some nice places in waldo, but the houses are usually a bit higher in that neighborhood.

Basement is really not needed, Tornados do happen, but I can say I personally in all my years here have never seen one, only heard of them touching down in certain areas.

To be specific tho I do mean $80k after the KC dream program, or if you want a fixer-upper.
