Default Automobile transfer tax?

I can only find vague reference to "mill tax" on transfering registration on a vehicle when moving to Kansas. Is Kansas taxing full value of vehicle as if you just purchased it? How is the value determined if you have owned a car several years before moving to Kansas?

I was worried about this too when I moved here. It's based on Blue Book values. I've heard a rough rule of thumb might be $120 for every 5k in car value.

My 2 cars are older and I only pay maybe $200 a year for them combined.

Note: They used to be A LOT higher about 10 years ago....or so I've been told.
P.S. THIS IS AN ANNUAL TAX not a one time thing.
