It was never in question of being prosecuted. It was only a question of WHOM would be responsible for the prosecution.

Of course, the media and various axe grinders aren't going to be honest about this minor squabble over jurisdictional prosecution.

It's so much easier to just read the poorly written headlines, than to actually peruse the articles.

I assume the murder of the liquor store clerk sparked this post. When I lived in Topeka 12 years ago, crime per 100,000 people was more than twice the national average. One had nearly a 10% chance of being a theft victim. Although crime remains above average today, it has dropped significantly.

Topeka employs fewer officers per 1,000 people than the Kansas average. I found a Capital-Journal article from October indicating the police department is short 35-40 officers.
