Outside of the larger cities (Wichita, Topeka, KC, maybe Garden City or Dodge City), you are going to almost definitely find low crime and low housing costs. Here the counties with the lowest unemployment (the unemployment rate is the first number after the county name):

Go here: http://www.city-data.com/city/Kansas.html and look at all the stats for the different cities. You can change the size of the population by clicking on the block at the top that starts out listing bigger cities. I would start there as it gives you the basics and then seek out the Chamber of Commerce for either the city or sometimes, there is just one for the entire county. Keep in mind that a low priced apartment and low crime just kind of depend on what you are used to as far as those go. In the lower cost of living areas, there can be a problem with theft, especially property theft but you don't see a lot of rape, armed robbery and murder in those cities.
