I have driven through Harper County and Attica. This area is very rural with mostly ranches and farms. The population of Attica is under 700. The nearest big city is Wichita. Generally, rural towns are going to have populations that are much older than the state average because most of the younger people move away to get jobs in urban areas. Harper County is gaining non-farm employment over the past few years. Anthony is the county seat.
