I am not surprised. People in those areas that end up that way are often ashamed and try to hide it as best they can. They generally do not go around the streets begging and picking up cans. But they might be living in a car behind a strip mall or in somebody else's basement. The good news is that, unlike the chronic homeless that populate the city, many of these folks will eventually work their way out of it. Many of them have some degree of education and they just got knocked off the ladder.

This time of year the problem is more immediately obvious. However the heating season has just started, as more people need to choose between what bill to pay this month and which ones to let slide. Before long they are in real financial trouble. If they become ill or lose a job the bank forecloses and they are out on the street.
