Looking for a home outside city limits where i can have a garden maybe do a little fishing.On social security can only afford about $28,000. Thank you

Like Plains said look around Smith Center. There are good lakes in the area for fishing. How close to you need to be to medical facilities? The smaller the town and the more remote you get, you'll have a better chance for your $28,000 mark.
You might look in these papers, they are a east of Smith Center area, but might have some listings. I dont think that you will be able to purchase a house in that area for that kind of money. The cost of living there is going up rapidly also. The little towns dont have the shopping and you would be looking at making weekly trips to Hays or Salina frequently. That would be 100 mile one way trips.
