Hays has been discussed a lot on the forum here, even though it is a regional trading center and medical center town, it is a rural agricultural and oil centered economy. It is a Volga-German/Catholic community with a fairly large State University there.

Saudi families? There might be a few at the college, the town is for the most part German.

Cost of living is about what you would pay anywhere else in the area, they get as much as the market will bear. All college towns tend to be higher to live in than surrounding areas.
