I bet it all falls through and it either never happens or it's going to be many years before it does.
I'm not against it. I actually agree with talbots that it could actually help bring in some tax dollars. I'm just saying I have doubts that it's really going to happen.

I don't know anybody that counts on a Kansas state refund. Most people have to PAY, not get a refund. And it's not like they are never going to get their money, it was just going to be delayed. Amazing how many people will whine about not getting a puny little state refund but apparently don't give a hoot about state employees that were facing doing without a paycheck.

At least Sebeilus led the way toward the green collar economy by her huge promotion of renewable energy. That is one solid thing I could say of her when I was a Kansas resident. The thing is, most states are facing large revenue short-falls due to the sliding economy, too much prior spending, and a bad housing market for new construction. The only states that have had recent surpluses in their budgets are the energy producing states that export commodities of some type. Some states would be Wyoming, West Virginia, South Dakota, etc. These states are all rural, have surplus commodities like oil, gas, coal, and crops.

Sebeilus has her faults, but I think everyone will be embracing fiscal conservatism as we weather this economic downturn. Many states are rapidly slashing programs, and even cutting state employees. However, Sebeilus has been a leader at promoting renewable energy and the future development of more green collar jobs that can not be outsourced. I read an article recently that said renewable energy directly and indirectly creates a greater number of jobs compared with non-renewable forms of energy.
