I was looking for a house to buy in Rose Hill once and the cops stopped me for speeding which I wasn't, because I made certain I wasn't. I guess the $36 ticket they gave me was worth ensuring I never joined in their tax base. After that experience I decided that was a place I'd never live.
Cities can't be too reckless with stuff like that. It costs them in the end.

I was hit also. I had out of state plates and cars were whipping around me like I was standing still. I was not going over the speed limit and two cops pulled me over on Douglass. They gave me a ticket for going 3mph over the speed limit, then said that they pulled me over because I was weaving. That was an out and out lie and I was going one mph under the speed limit. The WPD is crooked and corrupt. I called and emailed the WPD and the PA dept. I was told they did not have quotas, I would not expect them to say anything else. If you drive in Wichita go 4mph under, I don’t know maybe that will make them pull you over. Since they do not get any tourist traffic I guess extortion is the only other racket they can get.

I don't understand this. Even on the ticket payment information, the fines start at 5mph over. You wouldn't even know what to pay for 3 mph over. Also, according to my GPS, my speedometer is 3mph off at 65mph. Luckily it's 3mph slow, but imagine if it was fast. I would have contested that ticket on the grounds that speedometers aren't that accurate.

That wouldn't have cut any ice with the judge. He or she would say that every motorist has to maintain all vehicle functions necessary for safe operation, including an accurate speedometer.
Mine's 3 mph fast, which is just fine with me. When it says I'm doing 25, all the police signs that radar you and show your speed says mine's 22. I'm glad for the cushion that gives me.
Even so, the system is a racket everywhere. I don't think the average police officer even likes the way it is, because it is he or she who has to take the brunt of public hostility so that municipalities can collect what is effectively shakedown money. Just supports my belief that the line between corporations, government and organized crime isn't too quick and sharp.

I contacted an attorney and they only wanted to do a reduction where you pay them 250, and they go to court and get it reduced to a 65 dollar non moving violation. It is a scam there also. I was told by the attorney that they can pick out the slowest car in the land and give that one a ticket and let the rest go. I also think they hit out of state plates because they know it is harder for them to fight the ticket. Just pay it and move on. I know that Wichita is shooting itself in the foot with all the taxes, laws and speed traps. They sure will feel the pain in the next year when people move out because jobs start to dwindle there also. For such a conservitive state they sure have big goernment dont they?

Honestly, who cares? There are speed traps everywhere. Wichita isn't special in that regard. Drive the speed limit and you won't have anything to worry about.
