Is Kansas racially liberal? I know it was founded as a free state, but will I encounter any problems if I decide to attend school there?

Depends on where in Kansas you would be attending school. Bigger cities, like Topeka and Wichita, will have much more diverse student populations. Towns in western Kansas have very high hispanic populations. As far as my own personal experience in suburban Wichita, it was positive - I never witnessed racism, even though not many minorities attended the school. Wichita is fairly racially diverse, and I've witnessed racism very few times. Out in rural Kansas, however, you might get a different story.

Colleges tend to be pretty diverse no matter what town they happen to be in...

I wouldnt worry about it too much...
Theres a small hispanic & black population in Ark City.
I had a friend who is black from Ark City and he never mentioned any bad experiences

There is a lack of social awareness here but not outright racism. Most folks are really nice.

As far as small town rural Kansas you are better off in Ark city as anywhere else I can think of. The Black population there goes back to at least the cowboy days 1870's, Winfield not far away was part of the underground Railroad.

WSU gears and markets itself as a multi-cultural school. I have never encountered any racism on campus or heard of any incidents. Like most places in KS, if you work hard, educate yourself, live clean.. no body has a problem.
