The plane doesn't become Air Force One until the President steps on it. But it was one of two that serve as Air Force One, and it was flying low over the city for photos -- unannounced. Most probably didn't even recognize it as Air Force One, but just a large airliner flying low over a city that was struck by two low-flying airliners eight years ago. It was also "in formation" with a fighter plane that was filming it.

The plane doesn't become Air Force One until the President steps on it. But it was one of two that serve as Air Force One, and it was flying low over the city for photos -- unannounced. Most probably didn't even recognize it as Air Force One, but just a large airliner flying low over a city that was struck by two low-flying airliners eight years ago. It was also "in formation" with a fighter plane that was filming it.
