Not a lot of difference between the two IMO. Both are small towns surrounded by lots of farmland/ranchland.
Both have pretty harsh winters with the wind on the flat prairie. Both have pretty dry hot summers with the wind on the flat prairie. Did I mention the wind?
Both are going to have the same "small town" issues as any other. People talk and it's much easier to make a bad first impression that will stick than to make a good or neutral impression that will hold. As with any small midwest town, the onus is on you to be friendly, ask questions of the locals, don't say anything negative about the town or even the state for that matter until you have lived there long enough to be granted the right to an opinion.
Burlington puts you that much closer to the mountains, to which you will probably want to escape often!
But it's not all bad ... slow paced laid back lifestyle. Low cost of living. Shopping/entertainment isn't great, so you'll have to seek that out ... Colby to the East, Limon to the West ...
