If I live in Cincinnati, OH and work in Newport, KY am I required to file an individual city tax return? Or is my employer required to pay the taxes directly from the local taxes withheld from my income? I'm confused about the non-resident requirements.

You might want to ask in the actual Cincinnati forum instead, as they are more likely to be in a position to answer. The more common scenario is to live in Kentucky and work in Cincinnati.

It looks like you are required to file a Cincinnati income tax form. However, Cincinnati allows a credit of up to 2.1% (the full amount) for income tax paid to another locality:
https://www.cincinnati-oh.gov/finance/income-taxes/

Newport Kentucky has a 2.5% income tax:
Finance and Administration
so if you are paying this, you would get full credit from Cincinnati.
