Am I correct in assuming from the pictures that if there is a mountain behind the house it is severe and if there is not it is likely to be less severe?

Look at FEMA flood maps. Those maps exist for a good reason. Plug in a town, street, zip code and see whether or not it's in a flood zone including any specific address. There is no need to guess at something so important.

Floods at least occur in very predictable locations based on elevation maps. It's 100% possible to live somewhere with zero flood risk. In the less rugged ground of KY there is no way to live in a tornado proof location.

Sometimes it turns out surprising. Places you'd think were a huge flood risk turn out not to be and vice versa.
My house is less than 2 blocks from the Ohio River, yet there is no flood risk. Even during the record 1937 flood which devastated cities all along the Ohio, my house didn't flood.

It sounds like you might want to focus on areas also which have good hospitals and overall good medical care. I’d look at that as well.
