Default Scott or Harrison dry counties?

Could anyone tell me if either Scott or Harrison are dry counties??

Harrison is fully "wet" county; Scott is what's called a "moist" county, meaning that alcohol is sold by the drink in restaurants with 100 or more seats, and also sold by the drink at golf courses and wineries.
