I don't know all of the details, but this website seems to explain it pretty well:
Welcome to UK EAHP It is a great program, but it is limited to properties that are near the university - the general idea is to encourage faculty and staff to invest in nearby areas and support the local neighborhoods. There is a map and property search site on the website. Good luck!
