Louisville will have far more economic opportunity than either Evansville or Owensboro.

If only Evansville or Ownesboro are under consideration, I'd pick Evansville. But do yourself a favor and stick to Louisville, especially if you like hills. The furth west you get, the flatter it gets in Kentucky. And geographically, almost all of Indiana is flat (except for spots near the Ohio in eastern Indiana).

I am surprised that no one has suggested Henderson ,KY as an alternative to the above mentioned duo. It is an attractive, small town of maybe 35,000(?), and is close to both O'boro and E'ville. There is also an exceptional state park there (Audubon), and ramp/park access to the mighty Ohio River.

Neither Owensboro nor Evansville lies in hilly terrain. They are both flat. They are both economically depressed economies. I would not recommend you go to either place, unless you are planning to retire and need to maximize your housing dollar and live on your social security check.

If you want a hilly option to Louisville, look at the Kentucky side of Cincinnati.
