custody rights for the father- mother wont tell where daughter is- heard in foster care or JUVI can we get her instead (attorneys)

my boyfriend was married about 8-9 yrs ago with his wife he had two wonderful little girls, she hasnt let him see them since "06" at that point she moved away, when they got there divorce he was working 2-3 jobs so she didnt have to work, the judge granted her full custody over it said "since he worked so much and wasnt that involved before there was no need in it at this point" WHich i think is bull, since she stopped giving him visitation he stopped making child support payments, which i told him was a mistake, but anyways, well they have returned back or well the ex wife and the youngest daughter, she is 9 and the oldest (12yrs)is well we dont know where, and she wont tell, she has full custody does he have any rights, as far as finding out where she is, everytime he would try to find them he hit a brick wall when she moved, do we or (he) have any rights at all, we heard that the ex-wife could no longer control the sissy and she is either in Juvi or Foster care, sissy would never listen to her and she always was exceptianally good for us, i never had any trouble with her, she was always good as gold for me, and i dont think she should be in foster care, or juvi for that matter! someone please help us what are the custody laws in ky what can we do, he is already calling attorneys, and such but is there anything we can do to make this move along a little faster, PLEASE HELP
