New retail development? (Kingsport: work, property, shop)

I was browsing Moderator cut: changed to "a realtors web site" and came across something interesting.

Moderator cut: link cut as it is not allowed here and two, it didn't work

Those pictures look like nothing currently in Kingsport to my knowledge, and the listing was right next to the Borden Mill property. What could it be?

I was able to pull up that listing and under the property description it says "East Stone Commons." The drawings appear to be early renderings of the current shopping center, which sits on Eastman Road and has been a smashing success from the day it opened.
