I'd love a Costco in the area but realistically I don't see it happening. The Tri-Cities market is too small, too spread out, and too dominated by Walmart/Sam's Club for Costco's taste. From what I've heard Costco has zero interest in the Tri-Cities we just aren't even on the map for them. I have heard rumors on and off though that BJ's Wholesale Club may be interested in building a store in the area though.

Ti-Cities Crossing will most likely see some sort of distribution or light manufacturing business go in but it is highly unlikely there will ever be retail there. The only way it will happen is if the retailers are heavily incentivized (bribed) like what happened at The Pinnacle. The Boones Creek site is still on the radar for new, higher-end retail as that interchange sees the highest traffic counts of any point on the Tri-Cities and that is the wealthiest census tract in the Tri-Cities. The interchange does need improving but that would most likely go hand in hand with the development should it happen. Heck, the Hamilton Place development may even become a higher-end retail center.

TCC was supposed to be what the Pinnacle is now. Steve Johnson basically stole the plan out from under the City of Kingsport and Stewart Taylor. With The Falls in Bristol, VA, there will be saturation along the 81 corridor. The region simply will not support 3 major developments along a 10 mile interstate corridor. Eastman and Kingsport both want something there bad but I'm afraid it is futile.

It's certainly not futile if they get a Costco, Macy's, Trader Joe's, etc. I think they could even make a go of it if they built a fairly walkable "town center" style lifestyle center there. I don't think it will happen, but I don't think it is doomed to fail.
