Elizabethton is nice, a little sleepy, but it has a unique downtown with a couple great restaurants and, AFAIK, the only A&W in the Tri-Cities. Downtown cruise-ins in the summer months, Sycamore Shoals park, and fairly close to the south side of the city of JC.
Jonesborough is a good commuter burb for Johnson City, and you avoid the traffic of I-26/Boones Creek in Grey. It's still very East TN feeling. Another very, very nice, well-developed downtown. With the storytelling center down there and frequent music outings there's always stuff to do. The downside, you'll end up driving to Johnson City to shop or eat.
I never cared for Bluff City or Piney Flats at all. To me, they feel like little stick-towns. But, then again, I'm not that familiar with them.

You'll go into Johnson City to shop, but we eat pretty good in Jonesborough.
Some of our eating establishments:
The Bistro
Dogwood Lane
The Pancake House
Brick Oven
Long Branch Steak House
Jonesborough Pizza
Amigos
Many fast food joints - Olde Towne Dairy Bar, McDonalds, Burger King, Arbys, Hardees, etc.

My views on them
Hmmm... I think this question will come down to personal views of those areas so I will add mine in here as well, just remember personal view here.
Jonesborough: VERY historic town with many old restored buildings and some nice houses. It is proud to be the oldest town in TN and has an active community sense. There is something going on all the time in Jonesbrough, whether it be a parade, Story Telling event, craft fair etc. There are many new houses and developments going up around the town. Odd thing, you won't be able to get a glass of wine with your dinner in Jonesborough though, have to go to JC if that is what you like, but hey, it is 5-10 minutes down the road, so that is ok. You can see that there is money in and invested into the town.
Jonesborough downtown.
Elizabethton: Quaint old town. Not as good at restoring the old buildings and houses like Jonesborough, then again, they are not as old.
Elizabethton is VERY close to the mountains, right under them almost. There is some great nature activities related to the mountains in Elizabethton such as hiking, rafting, tubbing and some other things. Kind of the front door to Roan Mountain which has a great park and hiking. They do seem to have a sense of community yet there also seems a sense of disparity as well in and around some of the city, rather diverse. I have seen several blocks of very run down homes in certain areas of the town, which is common in about any town though. They do have many activities through out the year as well such as parades, car shows, craft fairs and such, there does not seem to be much in the way of city planing out side of the very down town district. The down town is very nice, covered bridge, water way, walking areas and some really neat local shopping and restaurants. Some money invested in the town but seems to not be much to go around to get to all the investments they want to do. Don't know why but they have been having city school administration issues for many many years.
Sorry, I don't have any pictures of down town but this is just out side of but I believe still in city limits of Elizabethton.
Pinny Flats: More of a stretch of road between Johnson City and Bristol but it has some beautiful rolling country side. Some farms and large homes. The roads are pretty good. They are growing with several new business moving in. There is not really a "down town" just a busier few streets.
It is a very convenient location and very sought after by those who want to "live in the country yet be close enough to the city for amenities." It has Boone lake, which is more of a river which makes for some good water activities. They are also having a lot of home building happening in the past few years, the business is seeming to follow right behind fairly well.
11E in Pinney Flats.
Bluff City: I just recently had the opportunity to do some exploring in the area (not really by choice, was looking for Sullivan East School and was given some bad directions so I did a lot of driving around LOL!) It is VERY pretty country. The land seems to be endless and beautiful. There is just a few business to be considered the town but Boone's Creek river runs right through it all. Some very nice bridges and parks by the water ways. There are some really yucky homes areas right around town and seemed to be many pockets out side of town as well of the same. However, I drove by some of the most beautiful homes I had ever seen tucked off the roads a bit to the south and north side of town out in the country side. Everything is every spread out, including the homes which is a personal preference of mine. It too is a good location as far as being in between two or three larger areas. Jonson City about 10 miles away to the West. Elizabethton is about 10 miles south and Bristol (downtown) is about 10 miles to the north/east.
This picture is about as close to Bluff City that I have, it is on 11E close to the Track than down town Bluff City but very similar land and some what close.

About Piney Flats... I don't find it listed on City Data.com, can't look up any statistics. Is it possibly listed some other way, or is it really that small of a bump in the road, that it doesn't even register? Does it have a school, or library, or post office of it's own? THX

Piney Flats is unincorporated; it's more a small community than an actual town. City-Data.com lists it but as Bluff City-Piney Flats.
The nearest library is in Bluff City, about 5 miles away. PF does have a post office and a K-8 school (Mary Hughes) that's part of the Sullivan Co. school system. Using PF's zip code, 37686, you can Google up numerous demographic stats.
