I will be moving to Knoxville in December and have a lot of questions, but won't ask them all in one post.

I will not have a car when I first move here. Will I be able to manage?

Thanks.

It depends on where you live. Knoxville does have a bus system, and here's its web site with routes and schedules:

Welcome to KAT, Knoxville Area Transit!

It would be helpful to have a car when you first get here, because you'll have a lot of running around gathering stuff etc. Enterprise has cheap weekend rentals.

Otherwise, if you choose your residence carefully and have a bike, you can get by fine without a car - only occasional rentals for bulkiy purchases or trips out of town. I take it you will be attending UT?

This brings a similar question to mind: car, truck or 4wd? What's recommended by the folks living there? I'm thinking in terms of weather related road hazards, etc.

A car is fine for 98% of the things most people do.
You will need a truck if you plan to haul things.
You MIGHT need a 4WD if you plan on going off-roading, or plan to go into the mountains when there is snow/ice on the roads.

Which campus? I have a friend who biked to the Hardin Valley campus from his house in Cedar Bluff, but I'm not sure I recommend that.

You really need a mode of transportation... If this was NYC, Chicago, or some other major metropolitan area, yeah, you could do without.. But this area is so rural, you will not enjoy it, nor will you be effective.

So far as I can tell from the KAT map, they don't serve that area at all.
